Florida boat rental rules: who needs what before the handoff
Who needs the Florida Boating Safety Education ID Card
Florida Statute 327.395 requires anyone born on or after January 1, 1988 to carry proof of boating safety education, together with a photo ID, when operating a vessel powered by 10 horsepower or more. The most common proof is the Florida Boating Safety Education ID Card, which you earn by completing an approved boating safety course. The card does not expire.
Operators born before 1988 are exempt from the card requirement. In practice, many groups name an exempt or card-holding adult as the main operator for the trip. Whatever the law requires on paper, whoever drives should feel comfortable at the helm after the orientation.
The temporary certificate option for visitors
If you do not have a card yet, Florida offers a temporary certificate. You pass a short online test through an FWC-approved provider, and the certificate is valid for 90 days from the date it is issued. It is designed for visitors and occasional boaters and is the fastest route for most vacation renters.
Complete the test before you arrive and carry the certificate with your photo ID on board. If anything is unclear, contact Elite before booking and the team will tell you exactly what to bring for your rental.
International visitors
Florida’s exemption for out-of-state boating education covers courses completed in other U.S. states and territories that meet NASBLA standards. A European boating license, such as the German Sportbootführerschein, is a good sign of experience but does not automatically replace the Florida requirement. If you were born on or after January 1, 1988, plan on the temporary certificate.

What to bring on rental day
Bring a valid government photo ID for the lead guest (at least 25 years old), your boating safety card or temporary certificate if required, and everything your group needs on the water: sunscreen, water, hats, and snacks. Florida requires children under 6 to wear a life jacket while underway on boats under 26 feet, and there must be a properly sized life jacket for everyone on board.
Every rental starts with a hands-on orientation covering controls, safety equipment, channel markers, manatee and no-wake zones, and the route from your dock to open water. First-time operators can ask for extra time.
